Check if you qualify for the VA's most valuable education benefit โ Chapter 31
Veteran Readiness & Employment (Chapter 31) is the most valuable and most underused education benefit in the VA system. It covers unlimited tuition for up to 48 months, pays E-5 BAH housing, and includes books, laptop, tutoring, and 5 years of job placement. About 40% of post-9/11 veterans have a VA rating that could make them eligible โ most never apply. Answer 4 questions below to check.
The VA has rated at least one service-connected condition
I've filed but am waiting for a decision
I don't have a VA disability claim
Strong eligibility โ virtually always meets the employment handicap threshold
Eligible with serious employment handicap โ very common for career-changing veterans
Eligible if disability creates an employment handicap
Service-connected at 0% โ may still qualify in some cases
My disability makes it harder to work in my previous field or desired career
I can't do my military job anymore and need retraining for civilian work
My disability doesn't significantly impact my employment prospects
Includes medical and medical retirement
May still qualify โ VA can make a character of discharge determination
Generally not eligible for VA benefits
VR&E is not just college โ it offers 5 distinct service tracks depending on your goals:
Track 1 โ Reemployment: Help returning to your previous employer with disability accommodations.
Track 2 โ Rapid Access to Employment: Short-term training, certifications, and resume services to get hired quickly.
Track 3 โ Self-Employment: The VA funds your business startup โ business plan development, tools, equipment, inventory, and consulting.
Track 4 โ Employment Through Long-Term Services: Full degree programs (associate through doctorate), certifications, and OJT. This is the 48-month education track.
Track 5 โ Independent Living: For veterans with serious disabilities affecting daily living.
Most education-focused veterans use Track 4, but Track 3 (self-employment) is remarkable โ the VA will literally help fund your business. Compare VR&E with your other education benefits โ
An employment handicap means your service-connected disability makes it harder to prepare for, get, or keep suitable employment. It does NOT mean total inability to work. A veteran with 30% for PTSD and back pain who can't do their former infantry-related work but could succeed in IT absolutely has an employment handicap. Most veterans with ratings of 20%+ meet this criteria.
Yes. VR&E is a separate benefit. Many veterans use the GI Bill for a bachelor's degree, then apply for VR&E for a master's or career change training. You can receive up to 48 additional months of education through VR&E.
Yes, in some cases. Service members within 12 months of separation can apply. If approved, you can begin using VR&E benefits before your discharge date. Contact your base Education Services Officer or VA VR&E office.
Yes. If your VR&E counselor determines equipment is needed for your program, the VA will purchase it. This commonly includes a laptop, specialized software, tools for vocational training, professional clothing for interviews, and required textbooks at actual cost (not a capped stipend like the GI Bill).
